Reforming the Toxic Substances Control Act (TSCA)
A debate has begun recently at the federal level regarding reform of the Toxic Substances Control Act (TSCA), the primary chemical regulation in the US. While there is disagreement about how best to reform TSCA, there is widespread agreement among stakeholders— industry, the Environmental Protection Agency, state environmental agencies, and health, labor, and environmental groups—that TSCA is outdated and ineffective, and must be modified or replaced.
