Restriction

REACH applies a restriction process to regulate the manufacture, placing on the market or use of certain substances if they pose an unacceptable risk to health or the environment. The restriction is designed to make sure that risks which are not addressed by any other REACH processes are under control.

In order to clarify the risks of the substance an Annex XV dossier has to be prepared to demonstrate that the restriction is a necessary tool to address the risk. According to the REACH regulation (Title VIII.) any substance on its own, in a preparation or in an article may be subject to a restriction if it is proved that risks need to be addressed on a EU-wide basis.
